Allocation of state aid funds based on formula provisions in the conference report to accompany the Jobs and Growth Tax Relief Reconciliation Act of 2003, approved May 22, 2003.  Funds to be allocated evenly across fiscal years 2003 and 2004.  Does not include additional $10 billion to increase Medicaid FMAP.
* Territories, Puerto Rico, and District of Columbia not subject to small-state minimum.
